depending on how it is asked, it provides the surroundings of x, a question is a high-dimensional operator which is sampled in the brain according to its abilities i.e. mapped to another dimensions..so in a way ‘Why’,’Who’,’What’ is a transform , much like memory retrieval and writing .. but memory is stored in synapses in the brain and the concept is more like  ‘in-memory-computing’ which is faster for some kind of processing and does not need transfer of huge amount of data before processing together..

can a neural network question a concept? is like asking the neural network to know what it is, which in mathematical terms perhaps impossible, seems like an infinite abyssand perhaps we ask questions due to hormones in the brain.
